Abstract

The article discusses various aspects of the formation and development of human resources in public service. The authors analyze the development of the problem in modern researches finding out that the concept of “human resources” is complemented by personal qualities and digital competencies. In the context of public service, in the development of human resources (whether professional competencies or personnel potential), a well-structured personnel policy based on the application of a competency-based approach is of decisive importance. The authors also analyze own experience in studying various components of human resources (motivation for professional activity, value and career preferences, stress resistance, etc.) among public servants of the Republic of Kazakhstan as well as the content of their training in retraining courses and advanced training seminars. In conclusion, practical recommendations for the development of human resources in the public service are formulated.
